While everyone is busy talking about the merits of websites and logging in
and what not, lets get to the technical issue.

Really, that is all you need. I would also browse the current packages out
there to see what is in them and how they are written.
Comments should be PHPDoc style. (www.phpdoc.de).

It's pretty straghtforward.
