It appears that the order in which you do things matters, which is not a good
logic IMHO:
Tal's suggestion works only if you:
FIRST - type http://pear.php.net/?devme
SECOND - login using the "LOGIN" link at the top
If you do it backwards (as I did), it will not show the links. When I did it in
the order mentioned above, I got the options, as you can see in:
http://wws.scripps.edu/~jesusmc/stuff/pearweb2.png
I would vote for changing the logic to show the options if the pear_dev cookie
is set and one has logged in (which sets another cookie), *irrespective* of the
order in which said operations were performed.
