Please fill out http://php.net/cvs-php.php for a PHP CVS
account. Then
go to http://pear.php.net/?devme and apply for a PEAR
account. (Yes, we
will merge these two systems at some point. :-)
You need the PHP CVS account to commit code to CVS, and the PEAR account
to upload releases to pear.php.net.
