You specify the encoding when building the xmlrpc request.
If you want to auto-detect, you need to restrict the choice of character
sets to UTF-8, one 8-bit and one 7-bit charset (typically ISO-8859-1 and
US-ASCII). And there must still be a way to specify the charset of
course.
