If you don't have a pear.php.net account, please sign up for
it on http://pear.php.net/account-request.php
now. I will then
open it for you.

$ pear package
Point your browser to http://pear.php.net/package-new.php
and register your package. Then go to
http://pear.php.net/release-upload.php and
upload the
.tgz-file that has been created by pear package.
