Yes. Packages are supposed to have a correlation between class names
and the name of the files they are defined in. The basic rule is:
$filename = str_replace('_', '/', $classname) . '.php';
No reason for this top-level directory angst, it's maintained by the
installer anyway.
If this is a BC problem for you, just include Config.php from
Config/Config.php in a transition period.
