A package has to fire up a release before you can download any
code. Simply watch the release announcements on
pear-general@lists.php.net to notice when a package rolls a new
release.

Then you are watching a package that hasn't rolled a release
yet ;-). If you want to install the existing code, check it out
via CVS, cd' to the package directory and run "pear install
package.xml" there. Example session:
$ cvs co pear
$ cd pear/some_package
$ pear install package.xml
The code of the package "some_package" will then be installed
in /usr/local/lib/php or whatever directory applies to your
system.
