The name of the class in DB.php is DB, not DB_DB. Thus, the file
defining it should be just DB.php. There are other packages that have
top-level classes too, such as PEAR, System and HTTP. If there had been
an XML class, it would be in XML.php too, not XML/XML.php.

Mainly because I haven't implemented the "right" structure for the
install tree yet. I think what we'll end up with is this:
$prefix/share/pear/lib - role="php"
$prefix/share/pear/data - role="data"
$prefix/share/pear/tests - role="tests"
$prefix/share/pear/doc - role="doc"
