I've done the announced change to Console_Getopt to make it compatible
with libc's getopt(), so now it treats the first element of its
arguments array as the command name, and skips it.
This will cause problems if you upgrade PEAR (the installer) without
upgrading Console_Getopt, or vice-versa. If you're really stuck, do
this in a fresh php4 checkout:
$ ./sapi/cli/php pear/scripts/pear.in install -f pear/package-*.xml
