I was thinking along the lines of a function that would cache the data, check it every so often, and save it to a file like you're talking about... so that a simple include could do the trick. For the validation to be of value though, the updating needs to be as automatic as possible, with errors being thrown to alert someone that the ssa.gov site has changed. perhaps we could talk the ssa into giving us an wddx server to log into? If the data becomes old, the validation is no longer valid and the usefulness of this is reduced.
ssns are complex enough that perhaps we should extend the base validate class with a ssn class. plus this would allow easier segregation of code and minimize bloat in the core validate class.
we could put it in an appropriate international folder under validate when installing too.
i'm just thinking out loud...
any thoughts?
