System_Command

I uploaded a release of System_Command into the Console/ folder because no one would make me a folder (or there was no decision of where to put it) but I would like help/feedback on it and the only way I was going to get it is if I could put the package up there. Frankly I am willing to change the install directory (currently System/Command.php) but one of the reasons I wanted to get it up there is to replace the half implemented CMD.php that existed before. I tool the CMD.php code, upgraded it a great deal and make the code more PEAR compliant, with PEAR::raiseError and all. Anyway, just so you know when you see it what is going on.
