it is PEAR/Command.php is a part of PEAR. In my tests, go-pear asked me to dowload the latest PEAR
package as follow :

2. Binaries directory : $prefix/bin
3. PHP code directory : $prefix/share/pear
4. Documentation base directory : /data/peartest2/docs
5. Data base directory : /data/peartest2/data
6. Tests base directory : /data/peartest2/tests

The following PEAR packages are bundled with PHP: DB, Mail, XML_Parser.
