problem with File_CSV

I am having a problem with File_CSV and I am not sure if it is just me or the class. If you have to use quotes in a field for a csv file, you have to either carrot the quote or use two double quotes, such as "This is a ^" field" or "This is a "" field" When I print out the result from the class, I am getting This is a ^" field or This is a "" field To me, this seems wrong.
