GSM could be one toplevel candidate. Although I think you could
also use "Mobile" as top level so unless you want to have
different directories for every technology. IMO the OTABitmap
converter should go to Image/
I have also written something for the japanese i-mode system.
Nothing complicated but if there is interest I could pearify
