Yep, there´s a flag called "valid" in the database (at least in the
database model that comes with the package). If set to 0 the user won´t
be able to login, no matter what rights he has.
You could periodically run a script via cron that checks which users
haven´t logged in for a specific time period (the unix timestamp of the
last login is stored in the database as well) and then set their
validity flags to 0.
