package.xml does have (or had) a DTD, but in case you cannot find it, then you can always see the XSD I made from the DTD at: http://cvs.php.net/co.php/pear/package.xsd?r=1.1 The log indicates that the DTD was in pear/XML_DTD/tests, if you go to cvs.php.net/cvs.php/XML_DTD and then activate seeing the deleted files, then you'll see it.
