We are planning to make the whole website public when PHP 4.3.0 is
released, as this will be the first release that comes with *full*
PEAR support.
I know that the current situation is a bit messy, but imagine what
will happen when we are going to make the website public right now:
People will not be able to use the tools we are advertising, because
their PHP distribution (4.2.x) only comes with outdated and buggy
versions of the PEAR infrastructure. This will result in a immense
flood of support questions and I'm not sure if that's what we like
;-).

It should be generated daily if there have been changes. Otherwise it
is re-generated once a week, IIRC.

That would perhaps make sense if every package came with end-user
documentation. But since that's not the case ATM, I don't think that
this makes sense. Apart from that the build process takes quite some
time and is not connected to the PEAR website at all.
