Actually, someone already wrote an extension:
http://sourceforge.net/projects/gpgext
This is GPL'd, so it's safe to use in a program without any license
violations. But since it is GPL'd, there's no way to have it included in
something like PECL. If anyone is going to use it, make sure you apply
the patch I submitted (in the Patches section on SourceForge) before
using it. The author still hasn't gotten back to me about that. The
patch corrects a problem with the use of a pointer to an array without
memset()'ing it to nulls first in the gpgme_encrypt() call.
