The following idea just came to me:
Imagine a user wants to install a package that has a dependency on
a specific version of PHP and he only has an earlier version installed.
The following would be nice:
$ pear install PHPUnit
The current version of PHPUnit requires PHP 5.0.0.
Downloading PHPUnit 0.9, which is the last release that is supposed
to work with your PHP environment.
