new faq entry proposal ->build peardoc on windows

Hi, after fighting about one week against Cygwin, I finally succeeded building peardoc on windows. I thought it would be fine to write a faq for this. I have written one here : http://perso.wanadoo.fr/t.b/Temp/faq.windows-test-xmlfiles.html (nearly finished). If you are interested I can commit it. Also I would have to add ' /usr/share/sgml/docbook-dsssl ' after line 94 in configure.in to avoid typing ' ./configure --with-dsssl=/usr/share/sgml/docbook-dsssl ' each time ! Is php really needed in configure.in to build the manual? I tried with and without, It seems not to make a distinction? Thierry Bothorel
