Bug description: Why should PEAR be ISO8859-1 formatted?
Description:
------------
At the coding standards page, more specifically, in the section about File
Formats (http://pear.php.net/manual/en/standards.file.php), it states that
scripts should be encoded in ISO8859-1.
Why is that? Why not use Unicode and allow for scripts in any language?
Shouldn't this be changed? In a world that is moving to Unicode, why stick
to Latin1 and give people all kinds of problems when dealing with foreign
characters?
In my opinion, everything should be UTF-8. Really makes more sense
nowadays.
