IIRC you can over ride that value by specifying it in the options array.
$this->setOpt('curl', CURLOPT_TIMEOUT,
$GLOBALS['g_ps']['MedVisor']['connectionTimeout']);
$this->setOpt('timeout',
$GLOBALS['g_ps']['MedVisor']['connectionTimeout']);
Where $this is the SOAP Client class.
