HTTP_Upload error: "Upload Error: E_FAIL_MOVE"

hello all,
I am attempting to use the PEAR::HTTP_Upload class, and I am getting an
error that I don't understand. If I attempt to upload a document that is
smaller than roughly 600kb, everything goes as planned. But, if I try to
upload a doc that is roughly 1.5MB, I get the following error: "Upload
Error: E_FAIL_MOVE".
Does anyone have any idea why I would be getting this error?
I have upload_max_filesize setting in the php.ini file set to 10MB. I can't
think of anywhere else a size limitation would be imposed.
