the accuracy depends on
a) date() and mktime() native php implementations for the UnixTS engine
b) PEAR::Date for the PearDate engine
Anyway, while developing the PearDate engine we discovered
a couple of remaining bugs in Pear::Date (fixed in the
latest Date release), and the testsuite didn't show
other bugs, so I think now Pear::Date is quite trustworthy.
Performance-wise, I'd say Harry has written an excellent implementation.
By abstracting each date component (years, months, ..., seconds),
the php engine has to parse only the pieces you really need,
and if you don't need lower-level date components, the class
is designed not to calculate them automatically (so no time
is wasted on unneeded things) [1]
Of course you can use Cache_Lite to reach even higher speed,
and IIRC Harry wanted to do some more work on the decorator
classes, to make caching the date-related part (as opposed to
date calculations + user-land decorator objects as an atomic block)
easier.
