Pear Installation Problem - Warning: file_exists(): open_basedir restriction in effect

Hi,
I am trying to carry out an "Installation of a local PEAR copy on a shared
host". I do not have telnet/ssh shell access so I am using the instructions
under "Installing a local copy of PEAR through ftp".(

Everything seems to work fine except for a warning that I get (Please see
"snip from the install screen" below):
Warning: file_exists(): open_basedir restriction in effect.
File(/usr/local/etc/pear.conf) is not within the allowed path(s):
(/home/mutualc:/usr/lib/php:/usr/local/lib/php:/tmp) in
/tmp/gopeazINzY/PEAR/Config.php on line 429
Despite the above warning the go-pear.php script executes to completion and
I am able to run the pear installer from my install directory. However when
I run the pear installer, I get the following warning:
Warning: file_exists(): open_basedir restriction in effect.
File(/usr/local/etc/pear.conf) is not within the allowed path(s):
(/home/mutualc:/usr/lib/php:/usr/local/lib/php:/tmp) in
/home/mutualc/pear/PEAR/PEAR/Config.php on line 429
It seems to me that installer is not using my local pear.conf. Incidentally
a pear.conf has been created by go-pear.php in my install directory. This
pear.conf also seems to have the correct directory names etc. To get the
installer to recognize my local config file, I tried uncommenting line
number 87 in the installer (index.php) and changed it as follows:
$pear_user_config = "/home/mutualc/public_html/install/pear.conf";
This did not make any difference. I kept getting the warning and was unable
to install other packages.
I would appreciate it very much if someone could let me know where I am
going wrong and how I could solve my problem.

Note: To use PEAR without any problems you need to add your
PEAR Installation path (/home/mutualc/pear/PEAR)
to your include_path.
Using a .htaccess file or directly edit httpd.conf would be working
solutions
for Apache running servers, too.
