are you sure you just want to "resize"? As it was mentioned already
gdlib can do that already. But the result for images is quite bad.
That's why most people want to use the "resample" function. This is not
as easy unfortunately because this feature is only available in newer
versions of the imaging packages.
However the problem of these newer packages is that they do not support
gifs any more due to copyright problems with this format. So you have
to choose to be able to use resample or to handle gifs. Usually this
decission is made by your provider ...
