Flexy has the ability to add namespaced tags as extension - although I've not really explored this much.
At present flagging an element as 'run on server' is done by adding the tag flexy:dynamic="yes" to any HTML tag.
(have a look at HTML_Template_Flexy_Compiler_Standard_Flexy - for an example of how to implement ASP type tags..)
