xemacs & indenting

I copy pasted the lisp code from http://pear.php.net/manual/en/
standards.php#standards.indenting to ~/.xemacs/init.el and now I'm
getting indenting as 2 spaces instead of 4. Could it be that it doesn't
insert tab when new line starts? This Lisp code should insert 4 spaces
as tabs, right? Help me out here :)
