Issues with PEAR installation

I'm trying not to be a pain with long, drawn-out explanations.
I am having issues with getting the PEAR.php and DB.php files to be called
by PHP4. Where should I put the files, and wwhat privileges should they
have? What other files are absolutely required for this installation to
work?
If it turns out I'm being too sparse with information, I will increase the
verbosity.
