Is there a way to install pear without recompiling? Or can I install
php as both CGI and with-apxs?

Install Error
Maybe it was not clear that to run PHP scripts on the command line (like
the
pear installer) you need to have the CLI (aka CGI) version of PHP
compiled in
your machine, in other words, compile againg minus the web server option
(e.g.
w/o --with-apxs).
This might need to be clarified in the PEAR manual to avoid this
confusion w/
users not aware of the different ways of compiling PHP.
