If you install PHP with for example Apache, there is no "php" binary
installed by default yet. If you are using 4.2.0, add --enable-cli to
configure and copy sapi/cli/php by hand to /usr/local/bin/php. In
versions prior to 4.2.0, you need to run configure without --with-apache,
or whatever to build the CGI version, "make clean", and install it with
"make install".
PHP 4.3.0 will install the cli version by default. PEAR will go out of
beta when 4.3.0 is out.
