I was about to reply.
I managed to install it like you said, installing the php4-dev package.
However, when running "pear install radius" the 'make' returned an error
(below).
This was solved by installing the libssl-dev package (I found it
somewhere in the internet).

Did you install PHP as a package of your linux distribution?
Then you should also install the php-dev package or whatever
it's called.
