Can not "install" or "upgrade" packages

I am on a G4 1.5 Powerbook running PHP 4.3.6
When I try to install or upgrade any PEAR packages I get the error "no signature found for package.info(string,string,bool)"
Any idea what that means and/or how I can install/upgrade packages?
I can uninstall and list???
