"Relaxed" from the point of view that the C code for a SWIG-generate dwrapper
has all the bits needed for interface to PHP, but it also has some SWIG extra
definitions there.
The functions themselves might not look pretty, but they work well most of the
time. Sometimes manual tweaking is needed, but it is rare.
For example, wrapping a complex lib like GSL (Gnu Scientific Library) can be
made simpler w/ SWIG rather than using the ext_skel script from php4/ext, and
then editing manually the config.m4, Makefile.in, etc.
I am not too clear about the existence of PECL code standards (unless I had
completely missed that in the in the documentation and discussion in pear-dev).
AFAIK there are only coding standars for classes written in PHP, not in C.

So I do not see the problem of adding SWIG-generated C wrappers.
