It happened something similar to me today, but fixed itself when I tried for the second time
C:\WINNT\system32>pear install xml_htmlsax
downloading xml_htmlsax-2.1.2 ...
Starting to download xml_htmlsax-2.1.2 (-1 bytes)
...done: 0 bytes
could not extract the package.xml file
C:\WINNT\system32>pear install xml_htmlsax
downloading XML_HTMLSax-2.1.2.tgz ...
Starting to download XML_HTMLSax-2.1.2.tgz (16,099 bytes)
......done: 16,099 bytes
install ok: XML_HTMLSax 2.1.2
