Ah, I remember now. Here's the relevant PHP bug:

The problem is (apparently) when connecting to a
non-standards-compliant ISS server on the other end. This should be
fixed in Net_Socket... I've submitted a Net_Socket bug report and
added a comment to an HTTP_Request bug. You'll have to do a search as
the bug system seems to just have gone down...
