do you have 0.12.0 installed? it may be related to the preferred package state being set to stable.
Just did a fresh install of PEAR_Frontend_Web and set preferred_state to devel and then beta. Still shows the latest release of LiveUser as being 0.12.0 (beta). Actually, it shows this: 
    Latest
    none/(0.12.0beta)
So it may very well be that the frontend is ignoring preferred_state.
I believe this is related to http://pear.php.net/bugs/bug.php?id=1746 Nobody yet knows why it happens, but I plan to revamp the xml-rpc interface so that it is more flexible (different function, won't touch the existing ones) Greg
