I'm afraid PEAR does not abstract database creation funcionality.
Anyway, abstracting database creation is tricky because not all types of
databases call database to the same thing. In Oracle databases are like
different instances of the server.
Metabase offers database creation abstraction but under Oracle what it does
is creating a new user for each new database because that is the only way
to achieve a new isolated table and sequence space that whose names won't
collide with the tables and sequences existing in other user schemas.
