This doesn't work on Win32:
$ htpasswd -bcd mypasswdfile admin secret
PHP, sould work anywhere:
<?php
require_once 'File/Passwd.php';
$pw = &File_Passwd::factory('CVS');
$pw->setFile('mypasswdfile');
$pw->addUser('admin', 'secret');
$pw->save();
?>
