Yes, anyone can use PEAR packages for free. You must abide by the
license of the package, however. Most PEAR packages are released under
the PHP license or LGPL (not GPL).
If you make modifications to the code you are required to make those
changes available for anyone who wants them. The best and easiest way
it to conrtibute the code back to PEAR.
You can use it in whatever you want (even closed source apps) free of charge.
