pear installation without lynx or cvs

I was trying to set up Pear and Pear::Auth for testing on a non-primary
Windows machine (my production server is Linux, running php 4.06 and I can't
change that php version right now). The windows machine is running PHP
4.2.1.
The windows machine doesn't have cvs or lynx on it so I was having
difficulty installing Pear on it. Can I just lay out the directories somehow
and use the ini_set() to set the directories.
It seems that the Auth package has a file, DB.php, that is different from
the DB.php file in the DB package. Without the installer, it's hard to
figure out how to arrange the directories.
I'd appreciate any suggestions anyone might have.
