XML error during package install

Hi
I have just installed PEAR, having compiled php --without-pear. When I try to
list remote packages or install packages, I get an XML error :
[root@linux-gis /]# pear list-all
XML error at line 1, check URL
Invalid return payload: enabling debugging to examine incoming payload
How do I get around this? How do I enable debugging? FYI also, I have
installed PEAR in a non standard location, and although I specified
$prefix/tests for the tests dir, it seems to be set to /tests :
