the problem is not due to the pear command command (not for this error). Bash will look for the
right interpreter by following this line :
#!/usr/local/bin/php -Cq
You certainly do not have the php cgi command installed there. Certainly in /usr/bin.
After that, you will get a problem, you have 2 pear command in your path and you do not know which
one is the good one. Maybe you better to remove both pear commands and reinstall pear with go-pear :
lynx -source http://pear.php.net/go-pear | php -q
