PEAR Windows Installation problem

When I try to install the PEAR windows package manager I get some errors when it's about done... The following is the screen out put is from the windows command line. I didn't have this problem on my Linux boxes. :) The server is a Windows 2003 server. Any help is greatly apprishated!
