For some reason or another, it looks like you may not have HTML_Common installed. Try installing it first, that should solve your problem I think. The best is to let pear doing it:

pear install -a HTML_QuickForm Explanations with pear help pear help install: .... -a, --alldeps

       install all required and optional dependencies

-o, --onlyreqdeps

       install all required dependencies
