The installationscript does not handle handle username/password for proxies. So it is not possible to download anything with the script from pear.php.net.
I added the following line in the function download_url;
$request .= "Proxy-Authorization: Basic " . base64_encode("somename:somepassword") . "\r\n\r\n";
before the line $request= "GET $path ...".
I also removed the last \r\n from that line.
Script worked fine for squid.
