XML-RPC

I've been using the XML-RPC PEARizations on a project lately without any problems (save one, which this is about). They've been quite good to me. XML_RPC_Encode(), however, wasn't fully PEARized, so it doesn't work in the CVS copy. So here's a diff that fixes it.
