I've found that doing general page layout (header, footer, sidebars, etc.) with CSS instead of tables is straight forward and makes my code much easier to work with. ("The CSS Anthology" from SitePoint is an excellent book on doing that. Highly recommended.) I agree, though, that using it for multi-column forms (hell, most forms) is still annoying and tables are the path of least resistance. Ideally, we'd be able to use the table-CSS attributes that let you style a great many things as tables even if it's not a table tag, but that is ignored by MS IE so for general usage it's still not available.
