DataObject - Auto Builder Error

As I can't install the DataObject via the web installer on my Win2k,
instead, I just downloaded the tar zip file.
Then I unzipped it and put the DataObject.php and package.xml under DB and
the rest under DB\DataObject.
Do I need further actions or config to make them work fine?
Besides, I tested Auto Builder but have the following results:
1) In the console, I have
C:\php\pear\DB\DataObject>c:\php\php.exe createTables.php soccer.ini
X-Powered-By: PHP/4.2.1
Content-type: text/html
2) In the php error log, I have
PHP Fatal error: Call to undefined function: getstaticproperty() in
C:\php\pear\DB\DataObject\createTables.php on line 27
Please Help!
