DB_DataObject_FormBuilder can't be created

$do is my custom DataObject. Can access the DB/works fine.
When I create the FormBuilder object the script dies without error:
$fg =& DB_DataObject_FormBuilder::create($do);
/* execution ends! */
Any ideas?
DB_DataObject_FormBuilder is 0.17.1 beta
PHP/4.2.3 on Win2k / Apache/1.3.24
